Bajoga Sworn in as Deputy Governor in Kaduna State


DESPITE protests over his choice as new Kaduna State Deputy Governor, Ambassador Nuhu Bajoga was officially sworn in Friday.
At the ceremony, Governor Muktar Ramallan Yero explained that he chose Bajoga because of his maturity and age.
The House of Assembly had at an executive session on Thursday cleared Bajoga for the position, in spite of opposition from a section of the Southern Kaduna people, who insisted that he should retain his position as the state Chairman of the Peoples Democratic Party (PDP) Chairman in the state.
Some youths from Southern Kaduna are against the choice of Bajoga, while elders of the Southern Kaduna Peoples Union (SOKAPU), led by retired Maj-Gen. Zamani Lekwot  said the opponents “are misguided.”
Members of the youth wing of SOKAPU had insisted on the withdrawal of Bajoga’s nomination and replacement with a more youthful and vibrant politician.
“I chose Ambassador Bajoga because of his age, for the benefit of the state, because they say age is experience and we are going to work together harmoniously for the betterment of the state,” Yero said after the state Chief Judge, Justice Rahilah Cudjoe, administered the Oath of Office on Bajoga at the banquet hall of the Gen. Hassan Usman Katsina House.
The governor explained further: “You will never find me difficult to approach because I know the office of the Deputy Governor and I will do my best to improve on the way I left it.”
He also re-affirmed his commitment to continuing with the three-point agenda of the late Governor Patrick Yakowa to ensure security, unity and development of the state.
Addressing journalists yesterday before Bajoga was sworn in, spokesman of Kauru Council chapter of Southern Kaduna Youths, Sunday Tagwai Kulong, said there are several other credible sons of the zone to occupy the positions.

Progress! Power Generation Hits New Record

Despite nationwide system failure on Christmas Eve, there appears to be sustainability in the current improvement in power supply as generation stabilised at 4,356.9 megawatts of electricity at the weekend, THISDAY has gathered.
Sources said the new energy peak attained was due to improved gas supply to Egbin Power Station in Lagos; Afam V1 in Rivers State; Geregu in Kogi State and Okpai in Delta State.
According to data obtained by THISDAY from the National Control Centre (NCC), Osogbo, Osun State, Shiroro and Jebba hydro power stations also recorded improved performance due to improved management of the water.
The 1,320 megawatt-capacity Egbin plant, which is the biggest power generating station in the country generated 978mw at the weekend, with most of the six units running.
The Afam V1 combined cycle power plant built by Shell Petroleum Development Company of Nigeria (SPDC) Limited joint venture in Okoloma village in Oyibo Local Government Area of Rivers State also generated 499megawatts during the weekend.
Afam V1 had achieved a milestone in May 2012, when it delivered about 10 trillion watt-hour (TWh), of electricity into the National grid.
Geregu plant generated 354 megawatts; while Okpai plant operated by the Nigerian Agip Oil Company (NAOC) generated 430 megawatts of electricity, the data revealed.
Shiroro hydro station and Jebba hydro plant contributed 371 megawatts and 335 megawatts, respectively.

Attack on Police Station in Adamawa




No fewer than 20 persons were feared killed and inmates set free when unknown gunmen, Friday, struck in Maiha, Adamawa state.
Report says the Maiha attack, in the Local Government that shares a common border with Cameroun left many injured.
Eyewitnesses  told Vanguard that the Divisional Police station, the prison, the  Customs area office, the presidential lodge, all located at the local government headquarters were completely razed.
According to eyewitnesses, the gunmen stormed the town at about 3: 00am with heavy artillery.
The gunmen overran the police station, carted away arms and ammunition, then proceeded to the prisons where the inmates were reportedly set free.
The entire town, according to the eyewitnesses was thrown into pandemonium as residents feared venturing out of their homes.
When contacted, Adamawa State Commissioner of Police, Godfrey Okeke  who confirmed the incident said, “nobody should disturb me now, already I am in Maiha, you people should allow me to rest.”
The Police public Relation Officer,PPRO, Mohammed Ibrahim (DSP), said they (the police) were in Maiha already to assess the situation.

Tata 2015: My strength is in the people




A governorship aspirant in Katsina state for 2015, Alhaji Abdullahi Umar Tsauri Tata, has said that the strength of his politics is relying on the power of the people and their support and not anointing by an individual. Tata also wants Nigeria to explore true federalism as panacea to the problems bedevilling the country. In this interview with selected journalists in Kaduna, Tata spoke about his plan to industrialise Katsina state as well as restore the agriculture pyramids if he gets elected as governor. This was just as he said that the time has come for the north to begin to depend more on internally generated revenue. ABDULRAHEEM AODU, who was there, put together the views of Tata.
My vision for Katsina
What I want is development. I want to see Katsina state transformed into a better and a more working state than it currently is, that is what I want. I want to see Katsina as a state that is independent of the money generated by another body, I want to see the day when Katsina state would not go to the federation account to collect money. I want to build an economic base in Katsina state using the industrial resources that we have, the mineral resources that we have, the agricultural resources that we have and the human capital that we have in the state to bring it back.
Political aspiration for 2015
It is true that I want to come out in 2015. I have a vision and a reason why I want to contest election in 2015. First, I think every Nigeria is not happy with the way the Nigerian federation is working simply because we have had opportunities to have travelled far and wide. We have seen how other countries developed and we are not happy. We are not happy because Nigeria has no reason to be where it is currently. There is no justification for Nigeria to be where it is. The day Nigeria would get out of this situation is the day we would be able to focus on the reality and the reality is simple. It is only the day when a Nigerian places the country first before self. That is when Nigeria would get out of the quagmire that it is currently in. Until then, we would remain as we are. How do we now do that? First, true federalism is the only answer to Nigeria’s problems. I want to see the day when Nigeria’s federation account allocation committee and the Revenue Mobilisation Allocation and Fiscal Committee are disbanded. I want to see the day when Delta state, Bayelsa state, etc would hold onto their oil money and in Katsina state I have to go and look for the money to run Katsina state, assuming by God’s grace I become the governor, if I am able to do that, it would signal the beginning of development for Nigeria. But for as long as we would go to the federal government every month to collect the money that we did not work for, we would continue to remain lazy and for as long as we are lazy, we would continue to remain weak and for as long as we are weak, we would continue to remain corrupt and that is the reason why I felt I should get involved in politics so that I can make the necessary sacrifice that can lead to true federalism that can take us out of the wood.

Islamists killed by Nigerian troops



Nigerian troops killed five suspected Islamists and recovered arms and explosives in a raid in the restive northern city of Kaduna, the military said on Friday.
Army spokesman in Kaduna Colonel Sani Usman said two suspected Boko Haram members were also wounded during the operation, a raid on a bomb-making factory in Rigasa area of the city on Thursday.
“On approaching the factory, some suspected terrorists opened fire and also threw already primed IED (improvised explosive device) at the troops.
“The exchange of fire that ensued resulted in the death of five terrorists, while two that sustained various degrees of injuries are being treated.” he said.
Soldiers destroyed the bomb factory and recovered several guns, rifles and other bomb-making chemicals, he added.
Kaduna is considered a stronghold of Boko Haram, which has repeatedly targeted the security services and churches as part of its violent campaign across northern and central Nigeria.
Nigerian troops have carried out a series of raids on suspected Boko Haram hideouts in recent months as violence linked to the sect's insurgency is believed to have left about 3 000 people dead in Nigeria since 2009, including killings by the security forces. - Sapa-AFP

President Goodluck Jonathan may have to sing "E ma Dami Duro" in 2015




Nigerian opposition political parties and second term governors on the platform of the Peoples Democratic Party, PDP are working from different angles to stop the second term aspiration of President Goodluck Jonathan, it emerged yesterday.
While the opposition parties are fine-tuning plans to crystallize into a single party in the first half of next year, the PDP governors are equally working to stop President Jonathanfrom achieving a second term for reasons Vanguard learnt, yesterday, were based on self-survival instincts.
Vanguard reliably gathered that unlike in the past when political parties opted for merger with their identities intact, the major opposition parties in the country were ready to shed their identities and confront the ruling party as a coalition.
Plan to form strong coalition to upstage PDP
The parties, which have been meeting frequently on merger talks, are said to have agreed to forgo their individual identities and work as a team toremove the PDP from the seat of power it has been occupying since the return of civilian rule in 1999.
The arrowheads of the new talks-Gen Muhammadu Buhari of the Congress for Progressive Change, CPC, and the leader of the Action Congress of Nigeria, ACN, Asiwaju Bola Ahmed Tinubu, and the All Nigeria Peoples Party, ANPP, have been strategizing along with other opposition figures to ensure the emergence of a mega party that can give the PDP a good fight in the next poll.
National Publicity Secretary of the CPC, Mr. Rotimi Fashakin, confirmed to Vanguard that there was a concrete arrangement by the opposition to get its acts right with a view to showing the PDP the way out in 2015.
Fashakin explained that the opposition parties had accepted to fill the yawning leadership gap created by alleged failure of the PDP administration in the last 13 years to provide effective governance that could give hope to Nigerians by coming together to work for the nation.
All opposition parties will merge — CPC
The CPC spokesman said:  “Yes, all the opposition parties will coalesce into a big party. We shall all lose our identities and probably our jobs after assuming the identity of the new party.
“The need to salvage the nation from the precipitous rulership of the PDP is the cause of the initiative. Hopefully, this will emerge early next year.
“Indeed, we have crossed the rubicon and our minds are set on the merger.”
Only on Wednesday, a chieftain of the All Nigeria Peoples Party and former Yobe State Governor, Senator Abba Bukar Ibrahim, had boasted that the major opposition parties were set to float a new party in March next year.
Ibrahim, who is a member of the ANPP’s Contact Committee for the merger talks, said: “Before March 2013, we are all going to reach an accord on the merger. From all indications, the parties are looking forward to forming a totally new party where all opposition parties would come together as one entity.
“The plan appears to be more popular than any other arrangement and I believe there is sufficient time to register a new party,” the lawmaker said.
Governors ready to stop Jonathan
The governors on their part, it was learnt last night while shadowing the merger talks, are also preparing to stop Dr. Jonathan from achieving a second term using their command of the majority of electors at the PDP convention.
Giving reasons for the determination of the governors, one source privy to the development said:
“It would be unwise for any of the governors to leave office with Jonathan still in power given what is turning out to be his ruthlessness. If the governors leave him behind, every one of them that has offended him would find himself in prison within weeks of Jonathan getting a second term,” a source working with one of the potential presidential aspirants still working in the shadows said yesterday.
The source disclosed that the governors like the potential presidential aspirants have decided to give the president a false sense of security and would only manifest themselves shortly before the presidential election.
Should the plan of the governors to stop the president in the PDP fail, they would then use the platform of the merged political party to  confront the president in 2015.
The National Publicity Secretary of the ANPP, Mr. Emmanuel Eneukwu, expressed satisfaction with the way the opposition parties in the merger arrangement were carrying on with the plan, saying that it would help to achieve the desired political result.
PDP afraid of merger talks — ANPP
The ANPP spokesman noted that the merger talks were giving the ruling PDP sleepless nights because of “its monumental failure” to provide basic needs for Nigerians.
He said: “PDP has become very unpopular among Nigerians because they have not performed and President Goodluck Jonathan is busy giving excuses on that. Nigerians are tired of the failure of the PDP and are ready to join the new move to build a new Nigeria of their dream come 2015,” Eneukwu boasted.
But the PDP has dismissed the opposition in Nigeria as incongruent and incapable of upstaging it from power.
The National Publicity Secretary of the PDP, Chief Olisa Metuh, said that the PDP was the only party that could bring about the needed development and unity of Nigeria.

Natural and Social problems leads to N75bn loss to Nigeria's Telecoms companies

 
 
Mobile telecommunications network operators in the country have lost about N75bn to the continuous bombings of their infrastructure as well as flooding, which ravaged some parts of the country recently.
The Chairman, Association of Licensed Telecommunications Operators of Nigeria, Mr. Gbenga Adebayo, who spoke with our correspondent in an exclusive interview on Thursday, confirmed that at least 150 Base Transceiver Stations had been lost to bombings and flooding.
He reckoned that MTN, Airtel, Etisalat, Globacom, Starcoms, Helios Towers, IHS Towers and other telecoms operators affected by the twin disasters would have lost about N75bn at the cost of N500m per one BTS.
Terror group, Boko Haram, had a few months ago, started an onslaught on telecoms infrastructure, bombing telephone masts and offices of network operators.
The group’s grouse is that network operators aid security operatives in tracking down its members.
The onslaught continued on Saturday when two suicide car bombers attacked the offices of Airtel and MTN in the northern city of Kano, killing themselves and causing damage to the companies’ facilities.
In view of this, Adebayo said the huge losses incurred by telcos would affect their bottom line at the end of the current financial year.
Another implication of the attacks, according to him, is that network operators will spend the money initially budgeted for network expansion on replacing the damaged telecoms sites.
He said this definitely would have serious impact on quality of service, adding that any network glitch now could easily be attributed to the severe damage of telecoms infrastructure by terrorists and flooding.
The ALTON boss lamented the lack of insurance products against terror attacks and flooding.
Our correspondent gathered that the network operators could not recover any part of the affected BTS in locations where the base stations were submerged by flood.
The Executive Secretary, Association of Licensed Telecommunications Operators of Nigeria, Mr. Gbolahan Awonuga, confirmed that nothing could be recovered in sites affected by floods.
He explained that many BTS, generators and other equipment had been destroyed by flooding and there was nothing to be recovered.
Aside from the towers, Awonuga said nothing was left at BTS sites in the flood affected areas.
“This means that operators would have to replace the stations,” he said
Awonuga also told our correspondent that MTN, Globacom, Airtel, Etisalat, and the CDMA operators had concluded plans to ask for compensation from the Federal Government.
“We will send letters to the Ministry of Communications Technology, Nigerian Communications Commission as well as the Nigerian Trade and Investment Commission. I don’t think anybody will expect the operators to bear the loss alone,” he said.
Telecoms services were on Wednesday September 16, 2012 disrupted in Borno, Bauchi, Yobe, Gombe and Kano states following the bombing of base stations in the states by suspected terrorists.
Experts, who described the attacks as being detrimental to telecoms growth in the country, said they were suggestive of wilful damage by unscrupulous elements.
As a result, the quality of service in the affected states took a downturn as interconnection of telecoms infrastructure became severely limited.

Bajoga deputy governor confirmation



The Kaduna State House of Assembly yesterday confirmed state chairman of Peoples Democratic Party (PDP), Ambassador Nuhu Bajoga, as deputy to Governor Mukhtar Ramalan Yero amid tight security.
Ambassador Bajoga’s confirmation followed the nomination letter sent by Governor Yero to the House, requesting for his confirmation as deputy governor to fill the vacant position after having gone through security screening and found fit for the post.
National Mirror noted that security team guarded the entrance of the House of Assembly to prevent breakdown of law and order or protest by aggrieved groups. A few policemen were also seen at Nigeria Union of Journalists (NUJ) secretariat gate along Waff Road to monitor activities of those who planned to protest against the confirmation Ambassador Nuhu Bajoga as the deputy governor, but the group later did not show up.
It will be recalled that various groups, including Coalition of Concerned Southern Kaduna Professionals and Coalition of Southern Kaduna Youth, among others have kicked against Ambassador Bajoga’s nomination, saying it was a plot to silent them ahead of 2015 general elections.
But during its emergency session, the House of Assembly, which presided over by the Deputy Speaker, Hon. Mato Dogara, unanimously affirmed Bajoga as the new deputy governor and wished him success.
The deputy governor’s appointment was to fulfill constitutional requirement following the death of former Kaduna State Governor Patrick Yakowa. Yakowa died in a navy helicopter alongside former National Security Adviser (NSA), Gen. Andrew Azazi, and others while returning from Bayelsa State.
Ambassador Bajoga was born on July 4, 1949 in Kwoi, present Jaba Local Government in the Southern part of Kaduna State. Bajoga, an accountant, joined Ashaka Cement Plc in 1980as the first Internal Audit Manager.
He was appointed Area Manager for Bauchi, Jos and Kano in 1981 and served in that capacity until 1988.
Bajoga was appointed Ambassador extra-ordinary and plenipotentiary of the Federal Republic of Nigeria to Poland and concurrently accredited to the Czech Republic by the administration of former president Olusegun Obasanjo. Bajoga was elected the Kaduna State Chairman of PDP in 2012.

Osun State Government orders LAUTECH Teaching Hospital to give free Oxygene

Governor Rauf Aregbesola of Osun State has ordered the management of Ladoke Akintola University of Technology Teaching Hospital, LAUTECH, to provide oxygen free of charge to all patients on emergency in hospital. He also said that oxygen must be made available in the hospital 24 hours.
Aregbesola gave the order yesterday in Osogbo, the state capital at the inauguration of oxygen gas production building and equipment; endoscopy/ pharmacy/amenity building; and drug production facility at the hospital.
The governor, who was at the launch with his Oyo State counterpart, Abiola Ajimobi, reiterated his administration’s commitment to providing quality healthcare delivery to the people.
Aregbesola, who was conferred with the “Ambassador, Democrat and Excellence Award,” by the Non-Academic Staff Union, NASU, of LAUTECH, pointed out that the projects were provided to enhance the operations of the hospital in its mission of saving lives and providing quality medical manpower training.
The governor said the hospital was being gradually upgraded to prevent avoidable deaths as a result of sickness and diseases, which hospitals could have handled if the requisite infrastructure had been in place.
He said: “Our goal is to greatly enhance the capacity of the hospital to train high quality medical manpower to the level that can be obtained anywhere and save lives, even from conditions that seem impossible.
“I am sure that you must have known now that the Western world and their scientists are more concerned with diseases that are prevalent in their own societies. “We only benefit where there is confluence of interest.
The onus is therefore on us to make breakthroughs in diseases that are common to our people. It goes without saying that it is you that we are counting on to do this.”
Aregbesola averred that the quality of the healthcare available to a people would determine the quantum of wealth they could produce. He said that was the reason why his government had made the provision of quality healthcare to the people a priority.
The Chief Medical Director of the hospital, Prof. Olufemi Fadiora, commended Osun and Oyo states for their commitment to the growth and development of the hospital.
Fadiora, who observed that the challenge of equipping and running the hospital was huge, noted that if the institution was adequately equipped, the inconveniences and psychological torture of seeking treatment abroad would be reduced.
Also, the NASU Chairman, Comrade S. O. Ibitoye, commended Aregbesola and Ajimobi for rescuing the hospital from total collapse arising from needless muscle-flexing over its ownership by the past administration in Oyo State. Ibitoye also gave Aregbesola’s administration the thumbs-up for the amicable resolution of the impasse as well as the prompt payment of the institution’s staff salaries.
Meanwhile, Aregbesola will today launch the much-expected Osun School Uniform, O’Uniform, at Ede. The inauguration, which takes place at the NYSC Orientation Camp, Ede, marks the beginning of the new uniform scheme in the state.
In a statement issued by the Director of Bureau of Communications and Strategy, Mr. Semiu Okanlawon, the governor is expected to launch the uniforms as part of the unprecedented move to turn around public education in the state.
In 2012, the administration introduced the free school uniforms for all students in public primary and secondary schools across the state. The uniforms, which are in different designs for elementary, junior and high model schools, would be spread across all schools in the state. Besides, about 3,000 local tailors were engaged to sew the uniforms.

NSCDC arrests three in Ondo State

 
 
Officers of the Nigeria Security and Civil Defence Corps in Ondo State on Thursday said they impounded truck laden with 33,000 litres of adulterated diesel.
The command also seized two cars carrying about 4,000 litres of adulterated diesel and arrested three suspects, Bashiru Koko, Mohammed Danliti, and Useni Mohammed, during a routine patrol in the state.
The Public Relations Officer of the agency in the state, Mr. Kayode Balogun, who said this in a statement, noted that the suspects were arrested with the vehicles on the Ore-Sagamu Expressway.
Balogun gave the number plates of the truck as XB 6038 BGD and the two cars, a Volvo with number plate FF 129 AAA and a Toyota Carina with number plate BE 399 KSF.
He said, “The NSCDC and other security agencies have for some time now been having a running battle against illegal bunkerers, who operate in the Niger Delta creeks and use the Ondo coastal area as routes through which they convey their illegal products to markets.”
The NSCDC Commandant in the state, Mr. Waheed Popoola, the statement added, expressed dismay at the activities of saboteurs, who he said disrupted oil operations and stole crude in the area.
He urged residents of the area to assist the agency in curbing the activities of the criminal elements.
Popoola advised the people not to relent in giving useful information to security agencies so that the nation’s economy can be protected.

A TOUCHING STORY SHARED BY PASTOR E.A. ADEBOYE



In 1956, while living with my uncle, we had our fair share of poverty. He was poor but I was poorer. We mutually shared whatever we had. One day, we were very hungry and there was no food in sight. Then all of a sudden a young girl approached us and said her sister asked her to give us the food she was carrying -pounded yam with vegetable soup and chicken. My uncle told her he did not know her sister and asked if she was sure we were the right people the food was meant for. She replied in the affirmative, so we received the gift and my uncle told her he will be expecting more gifts from her sister like this one she brought. Immediately the girl left, we pounced on the food. As soon as we were done eating the food, the girl resurfaced and said it was all a mistake that the food was not for us. Who will give a hungry lion a goat and expect to get it back?

Disagreement on former NSA, Andrew Azazi's burial



Peretorugbene, the hometown of the late National Security Adviser, General Andrew Owoeye Azazi, have kicked against the plan to bury the late General in Yenagoa, the Bayelsa state capital
The immediate family of the late General in consultation with the Bayelsa state government had fixed the December 28th and 29th for his burial ceremony in the state, with plans to bury him in a site, within Yenagoa.
Addressing a news conference in the state capital on Thursday, some natives of Peretorugbene in Ekeremor local government council of the state led by the Tonkepa of Oporomor kingdom, Chief Abeke Ebikake, described late General Azazi as a great leader who had tremendous respect for the Ijaw tradition and culture, hence their demand for his body to be interred in his home town.
Also speaking at the occasion, the youth leader of Peretorugbene Kingdom, Mr Clement Ekpefa appealed to the wife of the late general to reconsider the decision of the family, saying the planned burial of General Azazi in Yenagoa is an “aberration.”
Peretorugbene is a riverine community in Bayelsa. It is reported that the families decision was based on averting numerous helicopter flights that will be needed to convey the General’s corpse and guest to the community.
The former NSA died in a helicopter crash in Nembe area of Bayelsa state on the 15th of December, alongside the former governor of Kaduna state, Mr Patrick Yakowa and four others.
As part of funeral activities for the late General Owoye Azazi, a service of songs was held in his honour in Lagos on Wednesday.

Generator maintenance holds spot in Nigeria's 2013 budget



The federal budget is usually suffused with requests by the Ministries, Departments and Agencies of Government for the purchase, maintenance and fuelling of plants and generators. This has become the proverbial tortoise that cannot elude a folk tale. The fact is that Nigeria lacks steady power supply and the MDAs therefore try to take undue advantage of this to make spurious provisions for this line item. In the 2013 budget, certain requests for generators, fuelling and maintenance need a thorough review so as not to waste public resources.
The wastages found on this item are categorised in three stages: Purchase of plants/generators; fuelling; and maintenance. On many occasions, separate huge amounts of public funds are allocated to these segments.
Take for an example the Presidency, the 2013 budget provides that, to fuel generators in the State House alone, the Presidency will spend N72,510,832. Also, the Presidency in its entirety is to spend the sum of N654.02m on generators. The money it is proposed covers the cost of maintenance of plants and generators as well as fuelling them. The money also covers the amount set aside to replace some generators in the agencies under the Presidency. Also, the Ministry of Petroleum Resources plans to spend N22,525,507 for fuelling of generators and N25,036,676 to maintain the generators.
The Federal Capital Territory is divided into low, middle and high income zones and the State House and the NNPC Towers are in the high socio-economic zone of Abuja. This zone enjoys regular supply of electricity from the national grid. This raises the rationale for allocating such a huge amount of public funds to these MDAs in spite of the regular supply of power to them. There is also another huge sum allocated to defray the cost of power supply from the Power Holding Company of Nigeria, such as the sum of N148,105,373 to be expended by the State House alone to pay for electricity charges in 2013.
In examining the 2013 budget of Ministry of Foreign Affairs, one will discover that there is a provision of N27,335,017 for maintenance and fuelling of generators in foreign missions. For the foreign missions, it is understandable that most African countries have problematic power supply. It is justifiable when you make budgetary allocations to foreign missions in some countries such as Sierra Leone, Liberia, Ivory Coast and other countries where war destroyed their economic infrastructure including power supply. But how can you justify budgetary allocations of purchasing, fuelling and maintenance of plants/generators in foreign missions in such countries as Belgium, Germany, Switzerland, etc, which enjoy constant power supply? For example, Nigeria’s foreign missions in two highly developed cities of Berlin and Berne got N1,092,428 for generator maintenance and another N2,834,505 for fuelling and N473,570 for maintenance and another N1,228,608 for fuelling respectively.
As if the above is not enough, some MDAs will include purchase of generators at very exorbitant prices and this appears year after year. Back home, it’s infuriating to learn that an agency such as the National Primary Health Care Development Agency has a budgetary allocation of N23,515,181 for this purpose. The lifespan of every generator, even the one called “I pass my neighbour” exceeds a period of at least two years. So why is there the necessity for this request for the purchase of generators in the budget of some MDAs every year? These are just a few examples; all the MDAs are all involved in this mad rush, read fraud, of “fuelling” themselves to unfettered riches.
The foregoing makes a strong case for the intensification of the reforms in the power sector so that there will be sustainable improvements in power generation, transmission and distribution. If the Federal Government is sincere to itself and to the general public, concerted efforts should be made in adopting and implementing integrated development plans where the good management of one sector will support the management of other sectors.

Confusion in Lagos as Fire Crackers warehouse catches fire, life and properties lost



There was confusion in Jankara Market, Isale Eko area of Lagos State on Wednesday after a building containing a stockpile of firecrackers caught fire, killing at least one person and injuring 40 others.
Our correspondents observed that at least 12 buildings were razed by the fire while 10 vehicles were completely burnt.
According to residents, the fire started from a makeshift warehouse located on 45 Ojo Giwa Street at about 9:30am.and spread to other houses.
An occupant of the building where the fire started from, Chibuzor Ukandu, said it started around 9am. Ukandu, who owned an electronic store on the ground floor of the two-storey building, said he lost all his property.
He said, “Around 9am, I was attending to a customer when I heard a loud explosion. Before I knew it, fire had started spreading very quickly.
“I tried to issue my customer a receipt before evacuating my goods but the fire was spreading so fast. The explosion occurred again and I managed to pull out only my customer. All my goods were burnt.”
It was learnt that the explosions caused pandemonium as many people thought they were bomb blasts.
Fire fighters were seen attempting to put out the fire for hours as smoke billowed from the affected buildings. The fire, however, continued to rage as the explosives continued to go off.
Some of the buildings affected by the fire were warehouses and shops for traders on the Island. Items stored in those building, included electrical accessories, electronics equipment, and household items among others.
Bomb-like firecrackers
Chairman of Lagos Island East Local Government, Mr. Kamal Bashua, said his office would carry out a discrete probe into the matter with a view to fishing out the perpetrators of the act.
He said, “We have been trying to curtail what comes into our market, I cannot explain how these people beat our security to bring in explosives like these. Thank God that as at now, no life has officially been declared lost.
“It is disheartening to see that fireworks that look like bomb could be imported. The fire has put down over 10 buildings. By the time you go to the next street, you will discover that this fire has affected many houses. We are trying to make sure that it does not escalate.”
A resident of the area, who is also an eyewitness, Kehinde Shotimu, said the explosives were brought into the building on Sunday.
He noted that the store was owned by a Chinese but managed by a Nigerian, who is responsible for the distribution of the firecrackers to retailers in Lagos markets.
He added, “Unless we want to deceive ourselves, we all know that there were dangerous explosives in the building. The store is a major distributor of fire crackers in Lagos and many customers come here for them. It is just unfortunate that this is happening today that is a day for celebration.
“The store is owned by a Chinese who regularly comes here whenever the firecrackers are to be offloaded. They just offloaded some three days ago in a container of about 240ft.”
Four streets affected
An eyewitness, Aji Qudus, who explained that the cause of the fire was not clear, lamented the slow response of the fire service.
 “More than 10 houses were burnt and 15 cars completely damaged. The fire spread over four streets –Ojo Giwa, Okoya, Oko Awo and Moshalashi streets. I cannot actually say what the cause of the fire is, but it was beyond imagination,” he said.
One of the traders whose shop was also affected, Mrs. Shogunle, explained that the fire was caused by a small boy who lighted a cracker that hit the room where the explosives were kept.
She said, “I learnt a small boy caused the explosions. He was playing with crackers and raised it up to blow. Unfotunately, it hit the store where other explosives were stored and the fire escalated.
“But, apart from this, the store where the explosives are kept is too hot. The temperature is high there and there is no ventilation. This will surely contribute to the high rate of explosion.”
Director of Lagos State Fire Service, Mr. Fadipe, complained that the mammoth crowd at the scene prevented more fire-fighting trucks from moving in and supporting firefighters.
Fadipe said, “Some of the buildings are about to collapse but we have been prevailing on the residents to vacate the residence but they refused. The major factor hindering our service now is crowd control.
“Our fire-fighting vehicles are around but they cannot come in here because of the crowd. The police and the military are trying their best but the crowd still persisted. But I can assure you that if more of our fire-fighting trucks move in here, the fire would be contained.”
South West Zonal Information Officer, National Emergency Management Agency, Ibrahim Farinloye, said the first-hand information the agency got was that firecrackers caused the fire.
He added that the absence of water hydrant in the area frustrated the emergency officials putting out the fire.
“Our major challenge is the lack of a water hydrant in any of the buildings in this area. Besides, the non-compliance with urban development laws which provides that there should be at least a six- metre gap in between buildings made the fire spread swiftly. As it is, over 40 people have been injured,” he said.
Families besiege hospital
It was learnt that six vehicles were used to convey the injured to hospital.
When one of our correspondents visited General Hospital, Marina, Lagos, the emergency unit was packed with about 20 of those injured in the incident.
Their family members waited outside with apprehension as doctors attended to them.
One of the victims, Jimoh Ahmed, who suffered a leg fracture, said he jumped down from the second floor of the building housing his shop, adding that he thought it was a bomb attack.
He said, “I heard a loud bang around 9:30 and the bang kept on sounding. Afterwards, the wall of my shop started peeling off and the door leading out of my shop collapsed.
“I looked outside through the window and saw flames emanating from one of the buildings around and I concluded that it was a bomb attack. I then jumped through the window of my shop which is on the second floor.”
Another victim, Waheed Bashiru, who was writhing in pains after taking X-ray examination of his leg, said he came down through the pipe supplying water to his apartment when his residence went up in flames.
Police arrest looters
Policemen attached to Area ‘A’ Police Command, Lion Building, Lagos led by the Area Commander, Mr. Imohinmi Edgal, arrested about 10 persons who attempted to loot the affected buildings.
One of the looters was caught stealing a stabiliser from one of the stores.
It was learnt that the looter was  one of those hired by one of the storekeepers to help evacuate her goods from the store.
He was arrested when the security men at the scene noticed that he was diverting the stabiliser to an obscure place different from the destination of other recovered goods.
Dead victim recovered
At about 1:45PM, NEMA Incident Response Vehicle brought a corpse from the scene of the incident to the General Hospital, Marina, Lagos.
It was learnt that the corpse was that of a teenage boy whose identity was yet-to-be identified as it was burnt beyond recogntion.
A middle-aged man who was identified simply as Quadri said he followed the corpse from the scene to see if it was that of his younger brother who had been missing since morning.
He said, “My teenage cousin who was playing around the neighbourhood when the incident happened is nowhere to be found. I came to see if the body is that of my brother.
“His father, mother and siblings sustained injuries and are being taken care of in the emergency ward.”
One of our correspondents overheard one of the doctors who went to check the corpse saying that a DNA test would have to be carried out to identify the deceased.
Meanwhile, the National Emergency Management Agency has said that security agencies would investigate the cause of the explosions.
A statement by the spokesperson for NEMA, Mr. Yushau Shuaib, said the fire had been brought under control.
“While security agencies would investigate and determine the real cause of the explosion and fire outbreaks, casualty figures have yet to be determined but some residents who were injured while assisting with putting off the fire have been taken to hospital for treatment. So far no death has been recorded,” he said.
Although firemen from the Lagos State Fire Service, Lagos Island East Fire Service and Lagos State Emergency Agency were battling the flame, parts of some of the buildings were still burning as at 4pm when our correspondents left the scene.


Colombian Drug Lord Busted in Lagos



The National Drug Law Enforcement Agency (NDLEA) has arrested a Colombian drug lord and seven Nigerians who specialise in the production of methamphetamine in some parts of the country.
Chairman of NDLEA, Alhaji Ahmadu Giade who addressed newsmen in Lagos Thursday on the issues, also voiced concern over the health and security implication of illegal methamphetamine production in Nigeria.
This followed the discovery of three production factories in Lagos and Anambra States. Giade described the new wave of drug racketeering as sad and worrisome.
“Our investigation has shown that the Colombian methamphetamine production expert, Gonzelo Osorio a.k.a Fabian Arcila or Baez Benitez Milan, was invited to establish three clandestine laboratories on a $38,000 (about N6 million) weekly contract. This is sad and worrisome. It is a clarion call on stakeholders to pay priority attention on this dangerous twist in our nation’s drug trade,” he said.
Narcotics investigators have arrested seven Nigerian members of the criminal gang who are helping NDLEA in further investigations. The suspects are Gonzelo Osorio, Gabriel Onyebuchi Obi, Anthony Ebi, Olisa Cyprian Onyebuchukwu, Mickey Ezeokoli, Solomon Ogbonna and Chidi Alexandra Efeagwazi.
Twelve vehicles belonging to suspected members of the cartel have been confiscated. In addition, four houses have also been traced to the criminal group by the agency.
The undercover operation which led to the crackdown on the criminal gang, according to Giade, commenced in November 2011 when Gonzelo Osorio was contracted by a Nigerian drug syndicate to establish three methamphetamine production laboratories in different parts of the country.
He described the operation as one of the best coordinated in terms of duration, expertise and professionalism by the agency.
The first clandestine laboratory Gonzelo established was situated at Majek area of Ibeju Lekki Local Council Area of Lagos State, while another one was located in Nanka village in Nnewi area of Anambra State.
The criminal gang was in the process of establishing the third laboratory when NDLEA officers apprehended them.
“Gonzelo Osorio left Nigeria in December 2011 and returned in May, 2012 with a false identity as a citizen of Paraguay with the name Baez Benitez Milan on his travel documents. He is regarded as the best methamphetamine production experts in their country and was hired on $38, 000  weekly by the drug cartel,” Giade said.
While the operation was ongoing, a suspect was apprehended in Lagos for using his residence for a personal production of methamphetamine. The reality of the threat, according to the agency, is that it is both a syndicate and a one-man affair.
“The concerted efforts of stakeholders are required. The suspects involved in the criminal act are either ignorant of the lethal health consequences of their action or have simply been blinded by their selfish interests. Methamphetamine production endangers public health. More worrisome is the security implication due to the huge profit involved,” Giade added.
It should be recalled that the first clandestine laboratory was discovered in June 2011 in Lagos. The second laboratory which was discovered in Lagos early this year, revealed the engagement of foreigners by local drug cells as three Bolivian expatriates who were running the laboratory were arrested and are currently undergoing trial.
In all, five production factories have been located by the agency.
Methamphetamine laboratories, according to experts, pose a serious health danger to the society. The risk of infection is also very high even after several years of abandonment. The chemicals and the gasses emitted during production are highly injurious. Even residents living close to a production area are at risk.

Obasanjo comments on fire incident


Former President Olusegun Obasanjo on Thursday described the fire at his hilltop residence in Abeokuta as a ``minor’’ incident.
``It was a minor fire that affected my PA’s (Personal Assistant's) office.
``It may have been some electrical problem. I am in high spirit. We thank God,’’ he told the News Agency of Nigeria (NAN) on telephone.
He said that men of the Nigerian Civil Defence Corps and the Ogun State Fire Service had put out the fire.
Obasanjo said: ``I hope that we can all see that it was not the whole building that was burnt by fire.
``It is just the office of my secretary and we thank God for everything.
``Ile Obasanjo to jo e wa lo bu si,’’ meaning - The fire incident will only add beauty to Obasanjo's house.
NAN reports that some officials of the state have since come to sympathise with the former president.
They include the Commissioner of Police, Mr Ikemefuna Okoye, Deputy Chief of Staff to the State Governor, Alhaji Shuaibu Salisu, State Security Service officials, politicians and other top government functionaries.
